The renovation work began in December 2016 and was completed this past October 2017. Designed by LHB of Duluth, the work was done by Frerichs Construction of St. Paul that specializes in resident occupied multi-family renovations.
The Duluth HRA will manage the property and Center City, as the new owner, is contracting with Life House and the Human Development Center to provide support services to residents.
The project began when Center City and One Roof formed a partnership and, with investment from Duluth HRA, worked to renovate and save the 150 units of affordable rental housing in downtown Duluth.
The renovation includes major upgrades to the building and apartments including a new heating system, sprinkler system, upgraded elevators, energy-efficient windows and siding, and complete renovation of the apartments.
The $18.5 million renovation includes $15.5 million in low-income housing tax credit equity secured by Minnesota Equity Fund and Cinnaire, a community development financial partner that supports community stabilization and economic development projects nationally.
Additional partners include the City of Duluth, the City of Duluth and St. Louis County Housing and Redevelopment Authorities, Local Initiatives Support Corporation (LISC), Minnesota Housing, and the Greater Minnesota Housing Fund.
